Tower (16+ Stories): Anchor-Dependent Access and Scheduling

At 16 stories and up, the roof decides the job. Anchor layout, anchor certification and the height itself set which access methods are allowed, and the work runs on a drop-by-drop schedule that has to fit weather and building operations.

Access starts on the roof

Tower access is anchor-dependent. The walkthrough starts on the roof, not the sidewalk.

  • Anchor survey. Where the anchors are, whether they are certified, and whether the records are current.
  • Method by elevation. Rope descent where the anchors and height allow it, swing stages where a platform fits better.
  • Height limits. OSHA limits rope descent systems to 300 feet above grade unless other means are not feasible or pose a greater hazard. On the tallest towers, that shapes the access plan.
  • Safety plan and crew. A site-specific plan, anchor verification and a certified crew assigned before the first drop.

What's in scope

Tower programs are scoped per building and planned in advance. A typical program covers:

  • Anchor survey, verification and records review
  • A site-specific safety plan and drop schedule
  • Full exterior facade and curtain wall glass
  • Frames and sills
  • Entrance, lobby and ground-floor glass on its own cadence
  • Atrium and skylight glass
  • Restoration assessment for hard-water staining and etching
  • Records for ownership, insurers and auditors

How often

Tower facades carry the highest mobilization costs, so the facade runs on a planned program and everything else is scheduled around it.

Scheduling a tower

Scheduling is where tower programs succeed or slip. The plan has to account for:

  • Weather. Wind and rain can stop rope and stage work, so the schedule needs slack.
  • Season. Summer is peak season for high-rise and rope-access work. Lock dates early.
  • Building operations. Tenant notice, entrances and ground-level areas below each drop, and roof access for the crew.
  • Anchor timing. Anchor inspection and certification should be current before the facade program starts. Our annual calendar puts it in the fall, ahead of the next season.

Build the full year in the annual maintenance planning center.

The owner's anchor obligation

Under OSHA 29 CFR 1910.27, before any rope descent system is used, the building owner must confirm in writing to the contractor that each anchorage has been:

  • Identified, tested, certified and maintained
  • Proven to support at least 5,000 pounds, in any direction, for each worker attached
  • Inspected every year, and certified by a qualified person as needed and at least every 10 years

Uncertified anchors expose the owner to serious OSHA liability and can halt all high-rise work. Through its long-time anchor partner, S&K inspects, load tests and certifies existing anchors and installs new systems. See anchor installation and inspection and the roof anchor and fall protection compliance guide.

Documentation you can hand to ownership

  • Anchor inspection and certification records
  • A site-specific safety plan for the building
  • Certificates of insurance naming your property
  • One contract and one point of contact across your portfolio

Every technician on the roof is a trained, insured S&K W2 employee, never a subcontractor. See safety and compliance.

What drives the price

Towers are scoped per building. Height and access, glass count, glass condition and frequency set the number. Anchor condition matters too: anchors that need repair or certification are handled before the facade program starts.
